Background of the development
In Japan, many roads and infrastructure were built during the rapid economic growth era of the1960s. Over time these infrastructure begin to show signs of wear. Due to the labour shortage as a result of low birth rate, population decline, aging society and financial constrains, the use of technology to overcome these issues has become apparent.
